Yes - the landlord needing the property as his own residence is one of the specific grounds listed in Law No. 27 of 2014. It is one of the few legitimate ways a residential tenancy can end within the protected period.
The ground is personal: the property must be needed as the landlord's residence, not for a higher-paying tenant or a renovation-and-relist. A landlord who evicts on this basis and then rents the property out again has misused the ground.
Tenants who suspect the claim is a pretext can raise it before the Rent Disputes Committee.
