Yes - five times, total, over the life of a lease. Law No. 27 of 2014 states the landlord can only use the right to increase rent five times during the term of the lease. After the fifth increase, the rent is frozen for that lease.
Combined with the two-year minimum gap between increases, this means a tenant on a continuous lease has strong long-term protection: five increases spaced two years apart takes a decade, and then the rent stops moving.
This is a genuinely unusual protection by regional standards, and it rewards tenants who stay put rather than churn between flats.
