Yes - exceeding the number of people permitted in the property is one of the eviction grounds listed in Law No. 27 of 2014, alongside improper use and health and safety concerns.
The permitted occupancy is part of the tenancy's terms, and packing extra occupants into a flat is one of the few things that can cost a residential tenant the law's three-year protection.
Health-and-safety and improper-use grounds sit in the same family: the tenancy protects normal residential use, not any use at any density.
