Only with the landlord's written consent. Under Law No. 27 of 2014, assigning the lease or subletting the property without written consent is a listed ground for eviction - one of the few ways to lose the law's three-year residential protection.
Written is the operative word. A verbal OK from the landlord is difficult to prove before the Rent Disputes Committee, so tenants planning to sublet a room - or list the flat short-term - should get consent on paper first.
For landlords, this is the main lever the law leaves intact: unauthorised subletting is provable and decisive.
