It exists, but it is toothless: the Rent Disputes Committee shall not accept cases or disputes arising from unregistered lease agreements. Without registration, neither landlord nor tenant can enforce the Property Rent Law's protections.
That cuts both ways. A tenant on an unregistered lease cannot invoke the 5% rent cap or the three-year eviction protection before the Committee; a landlord cannot use the Committee to pursue arrears or eviction either.
The fix is cheap and quick - registration costs BD 1-5 for residential leases, and if the landlord won't do it, the tenant can register it himself and deduct the fee from the rent.
